Pillar II: Global Challenges and European Industrial Competitiveness
This Pillar has three objectives: generating knowledge, intensifying the impact of research, and facilitating the application and implementation of the Sustainable Development Goals (SDGs). Technological maturity levels vary widely in this Pillar. Activities and projects with multidisciplinary approaches capable of generating impact will be prioritized. It is organized into six thematic Clusters, five missions, and the Joint Research Centre.
The clusters are thematic groupings of calls. Projects with thematic similarity are funded within these groups. There are six clusters:
- Cluster 1: Health
- Cluster 2: Culture, creativity, and inclusive society
- Cluster 3: Civil security for society
- Cluster 4: Digital world, industry, and space
- Cluster 5: Climate, energy, and mobility
- Cluster 6: Food, bioeconomy, natural resources, agriculture, and environment.
Part of the budget allocated to the clusters is channeled through European Partnerships. European Partnerships are a legal and financial instrument designed to create groupings of actors from different sectors that can respond to global challenges and modernize the European industry. Partnerships allow pooling funding resources to provide more competitive and efficient responses to the problems faced by each association. In this Pillar, we can find different associations related to each of the clusters.
The missions are specific programs led by the European Commission that seek the involvement of local and national political actors to mobilize citizens and the private sector in achieving the set objectives. The main objective of this working method is the accumulation of resources from different programs (EU or national) that contribute to the same goal. In the current work program, there are five missions, each with its own Work Programme. These work programs are much more result-oriented, with a finalistic approach. The five missions of Horizon Europe are:
- Climate adaptation.
- Cancer.
- Climate neutrality and smart cities.
- Ocean and water restoration.
- Soil Pact.
This Pillar also includes actions of the Joint Research Centre, responsible for conducting research that allows advising legislative and executive bodies on the impact of the policies they adopt.
